------------------------------------------------------------------- （中央社記者葉素萍台北5日電）開刀麻醉存在風險，但根據監察委員調查指出，有醫院竟出現1名麻醉專科醫師同時跑9個手術檯，以及診所僱低薪護理員麻醉等情況。 監察院調查發現，台灣麻醉專科醫師面臨超時、超量及超限工作、人力不足、區域失衡等窘況，行政院衛生署卻輕忽，今天通過監察委員程仁宏、洪昭男、楊美鈴、尹祚芊提案，糾正行政院衛生署。 楊美鈴指出，多名專家學者接受監院諮詢時提到「有所謂的小手術，但沒有所謂的小麻醉」，整個開刀過程，從開始麻醉到催醒，就像飛機起降，是風險最高的時候，這種高風險的醫療行為，竟然也出現麻醉醫師「跑攤」情況。 護理專業出身的尹祚芊透露，有些大醫院要同一個麻醉醫師同時處理9個手術檯，甚至不同醫療機構竟同時由同一個麻醉醫師麻醉的離譜情況；有些小規模診所，則請薪資低廉的護理人員進行麻醉，有沒有經過訓練都不知道。 程仁宏說，部分醫療機構麻醉業務不是由醫師親自執行，違反醫師法，相關單位卻疏於查核健保申報資料，也不釐清當中是否涉及詐領健保費用。 他說，美國即使麻醉專科醫師人力還算充足，但基於麻醉醫療過程高風險性，已建立國家麻醉護士考試及專科認證制度，提升麻醉護理人員專業水準，衛生署應該要有更積極作為，讓民眾在安全情況下進行麻醉。1000105 |
