Snappy, usually the TV-out option on the video card is used for outputing the video signal from video card to a TV screen. You'll need a TV-out cable (which comes with a TV-out capable card) to connect between video card and TV. That's all I know for now. I'm using an ATI Radeon 7000(64mb DDR, with TV-out cable) video card, but I didn't use the TV-out cable since I don't have a TV in my room.
