i think it is not the main reason about fps . i use elsa gladiac 511 mx400 64m tv-out . when i play cs i got 72 fps just like you . my friend use geforce 3 just got 60 fps . you must to learn how to adjust cs game like cl_updaterate 30 cl_cmdrate 50 fps_max 100 ....
