解讀歐盟已將核電定義為「綠能」並開始啟動「返核」行動的媒體與人士，不止這些，甚至也有工商界。他們可能忽略決議中的諸多但書，特別是有關核電廠的限制，如技術、燃料、核廢料處理；必須取代燃煤機組為前提，並有2045年前完成建造的落日條款。本質上，歐盟只是將核能（記得，還有天然氣）比照綠能所享有的金融待遇，歐洲國家無一因此修改其能源政策。換言之，這是救急，而不是核能大抉擇的急轉彎，更不是昨非今是的熱情擁抱。
