智慧財產權的基本概念對促進文明是有幫助，
但智慧財產權的定價，也就是特許期的長短，
是有討論的空間。
大英百科全書上說，世界上第一份專利只有三年的特許，
這是遠低於現今 WTO 強權國家定下的二十年。
如果「發展中」國家的專利只有三年的特許期，
是不是能發展快一些？
