絕對不能限制只能規劃好的路線。不然登山攀岩最剛開始那些路是怎麼開出來的？野菜獵人難道也只能在規劃好的路線旁邊採集？這有點可笑...
但... ...
我認為發放登山證的條件就是要保登山險。如果民間保險業不願意給那可以由政府另外出資設立。保費由資歷經驗決定。非嚴重情況叫直升機可另行開罰單求償。
