把台鐵現有線路拿來做就好了，基隆和福隆像現在蘆洲和新莊往南勢角的方式，完整捷運化。台鐵現在其實這裡就是半捷運了，只是為了填往花東的車次，班表複雜度大增，誤點也嚴重。現在時代變了，台鐵一車到底的環島鐵路只有象徵意義，完全不合現在人要求的穩定班表與可靠需求。這改變對花東的人雖然沒法一屁股到底坐到台比，但少了這複雜排班與資源集中，反而可以增加福隆到花東太魯閣和普悠瑪的班次，整體運力應可以大增，改善買不到票的狀況。如果有更短時效需求，航空業者就自然會來補足。。
