這兩天剛好澳洲有個案子宣判，是告去年初苦主在火車站被原地盤查4分15秒。
就是查證件而已，法官認為這是非法拘禁，判賠AUD$3000，您參考看看...

Sydney man Sam Le awarded $3000 over four-minute false imprisonment
Mr Le said he brought the case because he wanted to "send a message to the police force that they can't just approach someone and demand their personal identification ... when a person has not committed any offence".
李先生說他告上法庭是因為他想要"傳達一個訊息給警方，就是他們不能走向某個人然後要他出示個人ID...當這個人並沒有犯法時"
"There's no reason for police to approach me demanding my ID [to] do further checks on me," he said.
他說"警察沒理由走向我、要求我秀ID去進一步查我。"

算了，台灣的人權概念還培養中，甚至連法官也是。要求馬上到達歐美澳各國那種程度無異是緣木求魚。
至於你前面舉的菲律賓皇帝，當初剛上台殺一堆所謂的「毒犯」時，台灣不少人叫好又叫座，差點還喊安可了。直到最近他舉動越來越誇張才被發現那些根本就是獨裁者清算手法罷了
