the HT let you do more things at the same time and "feel" more smooth. i think that's a great thing. (for normal user)
for example, i do dv editing sometimes, and while it is encording, what should i do? wait there? no. i use internet and check emails. and still within reasonable internet speed.
but, if you just need to run game and want the best fps available, then AMD.

windows do not run 5+ programs in the background, rather 5+ processes, all of which are part of the OS. Also, they are idle most of the time anyways.
And yes its quite easy for people using K8 or even K7 to have BT/ED, etc in the background and playing games smoothly. Same goes with having the computer encode/compile stuff while doing other things.
There is something called piority control as part of the Windows OS. Use it well.
And what you are discribing is a non-existent phenomena when using Linux/BSD/Solaris/BeOS, etc. It is an artifact of the MS OS.
