很多事情明明是立法委員跟法官的鍋, 別硬是要拉到其他層級去談...

不好意思可能我引言忘記多加話
我只是針對那個不負責任的專業這一點認為更多的時候是所謂專業人員的漠不關心才更會造成危害

特別是在所謂專業人員凡事堅持 SOP 做事的時候墨守成規的狀況下造成的潛在風險更高 :o
而且這類傷害往往都是要造成嚴重災情的時候才會被提出來檢討

兩公約有禁止死刑嗎？
我只看到死刑必須符合某些條件而已。
真正明文禁止的只有十八歲以下。

PART III Article 6
1. Every human being has the inherent right to life. This right shall be protected by law. No one shall be arbitrarily deprived of his life.

2. In countries which have not abolished the death penalty, sentence of death may be imposed only for the most serious crimes in accordance with the law in force at the time of the commission of the crime and not contrary to the provisions of the present Covenant and to the Convention on the Prevention and Punishment of the Crime of Genocide. 3.
